

Baronial Curia Meeting Minutes
December 10, 2000 (A.S. XXXV)
The following notice is to advise the populace of Ruantallan that local Canton Officials, along with Their Excellencies Andrew and Lyanna, met at the home of Master Edward Newman in the Canton of Mycghalh on December 10, A.S.XXXV for a regular quarterly meeting of the Baronial Curia. Meeting time: 1:00-4:30pm.

A. Proceedings from the October 15, ASXXXV meeting
Errors regarding the reports for the Company Captain of Archers and the Chatelaine were brought to the table. Following a discussion of the required corrections, the Proceedings were adopted noting the necessary amendments.
B. Officer reports
a) Icicle Pursuivant [Herald]
Lord Brion advised that he was unaware of any new name or device submissions.
b) Knight Marshal/Minister of Lists
Lord Cealain informed the members of Curia that the Port of Lympha Profunda had a new site at the Fleet Club to hold fighting and fencing practice.
c) Chancellor of the Exchequer
Lord Theotime reported that the current bank balance for the Barony stood at approximately $1521.00 but did not take into account the receipts from the Royal Progress event which made a slight profit. He also advised that Kingdom share of the profits for the RP event, as well as the RP event from the previous year had to be forwarded to Kingdom.
d) Chronicler

e) Minister of Arts and Sciences
No report.
f) Company Captain of Archers
Lord Ivan advised that there had been no archery practices in the Barony since the last Curia meeting and that the regular practice site in the Canton of Seashire was no longer available. Lord Ivan suggested that the archers consider utilizing mundane archery facilities to continue practising during the winter, notably those under the auspices of the Federation of Canadian Archers.
g) Chatelaine
Constance of White Birch reported that the regular demos held in Truro were now on hold for the winter months and advised that there were three new members in the Truro area and that the Cantreff of Ynys Y Gwaed were continuing to attract new members as well. She advised that the Baronial Gold Key (loaner garb and feast gear) has been turned over to the Seneschal's office and that she would look after the December Chatelaines report so that the Chatelaine's office would be in good order prior to her leaving the office. Constance also gave some details regarding the upcoming annual Smelt Tournament that will have a Medieval Theme this year.
h) Web Minister
Lord Gruffyd presented a written report to Curia from Lady Sorcha. She advised that she was still collecting website addresses for the next update to the Links page and that an Official Documents page has been added to the site with links to the Baronial Constitution, the proposed Standard Operating Procedures, and the Proceedings of recent Baronial Curia minutes.
C. Seneschal's reports
a) Distant Shore
In the absence of Lady Edwenna, Lord Wynfrith gave a brief update on recent activities in Distant Shore. He advised that the group continued to remain moderately active and that there has been an increase in membership both in the Truro area and the New Glasgow area. Lord Wynfrith also advised that lady Edwenna would be stepping down as Seneschal effective in January and that the group would be holding elections for several positions, including Seneschal, sometime in January.
b) Port of Lympha Profunda
Lord Americ reported to Curia that a complete new set of officers was elected for the Port of Lympha Profunda in November, ASXXXV. The current membership stands at 18 and the group has approximately $500.00 in operating funds. Lord Americ also advised that the Port was planning several events in the near future including a tavern event on January 20, a Family Days event on June 1-2, a Welcome To Newcomers event on June 9, and a Gamers Tavern event on June 20. The Port also has a new practice site at the Fleet Club as reported on by Lord Cealain.
c) Canton of Mycghalh
Master Edward advised that the group has been inactive since the spring. He also advised that the members of Mycghalh would be holding a meeting later in the winter to discuss the future of the group.
d) Canton of Seashire
No report. Members present at the meeting advised Curia that the Canton of Seashire was planning two Arts and Sciences classes for the new year including one on making ruffs and the other on hat making. This would be followed by a potluck event with a class on autocrating an event.
e) Canton of Wolfsgate
Lord Cealain advised Curia that plans were being put together for several demos to take place in the Windsor/Wolfville area in the next few months to attract new membership for Wolfsgate. He indicated that he would also like to coordinate the demos in conjunction with activities taking place in Mycghalh. In particular, Lord Cealain advised that he was making preliminary plans to put on an equestrian event with fighting and archery.
f) Cantreff of Ynys Y Gwaed
No report.
D. Legate report
Lord Caelain reported on the results of the online discussion to form a Northern Shores army. A decision has been made to name the army the Boreal Army, with language versions interchangeable. Plans are being discussed regarding the official weapons that the army will use along with standard fighting and combat archery field procedures. In additions, discussions are also underway concerning a device and tabard design for the army. Lord Cealain also advised that the Lyndhaven event site at Salisbury in New Brunswick has been offered for use by the barony of Ruantallan.
E. Committee reports
a) Standard Operating Procedures (OPs) committee
Lord Wynfrith advised Curia that the preliminary draft of the Standard Operating Procedures had been distributed to the populace for review and commentary. The proposed OPs have also been posted on the Baronial web site. Only a few comments had been received prior to the meeting concerning suggested revisions or additions to the preliminary draft.
Commentary:
- Section 2.2.2(d) - drop reference to requirement for paid membership
- Section 2.5(a) - add 'or legal guardian' following "Parents"
- add Section 2.5(e) - Children under the age of 18 cannot attend events unless they are accompanied by their parent(s) or legal guardian(s)
Following a general discussion by those present, a decision was made by Curia to give preliminary approval to the draft version of the Standard Operating Procedures and to add the suggested revisions and additions as presented. Lord Wynfrith advised that the document would now go through a final review process and be presented to Curia for conditional acceptance at the March Curia meeting prior to holding a Parliament for formal adoption.
b) K&Q's Archery Tournament committee
Lady Elise gave an update on the current status of the bid for the King and Queens Archery Tournament for early summer, A.S.XXXVI. A revised draft of the event bid was presented to Curia for discussion. Lady Elise advised that setting up the site would present the greatest difficulties such as transporting pavilions to the site from Halifax and dealing with the archery butts. Following some discussion, it was decided that the event fees should be raised from $15/person to $18 to ensure that sufficient funds would be available to cover potential unforseen costs such as hiring a van for the weekend to transport supplies.
Lady Elise also discussed the possibility of doing the annual Ruantallan War Camp during the same weekend. Following a general discussion it was decided that we should combine the two events and continue with War Camp regardless of the outcome for the bid to hold the King and Queens Archery event.
F. Old Business
a) Cook's Guild
Lord Caelain reported that he was continuing his efforts to clean up and organize the Baronial Cooks Guild equipment and supplies.
b) Baronial Rapier Championship event
Lady Katheryne Thompson of Melton-Mowbray presented details regarding an event bid for the Second Annual Baronial Rapier Championship event which would include the Rapier Championship Tourney, a murder mystery, and a children's quest. The event would take place in Shubenacadie on April 28, A.S.XXXV. Following a general discussion, a decision was made to except the bid as presented.
G) New Business
a) Twelfth Night event
Lord Gruffyd the Innocent presented a bid proposal for the annual Twelfth Night Celebration to take place in early January A.S.XXXV, with the final date and location to be decided. The event would include dancing, games, King and Queen of Misrule, a re-affirmation vote for Their Excellencies, and Baronial Court. Following a general discussion, a decision was made to except the bid as presented.
b) East Kingdom University event
Lord Gruffyd the Innocent presented a bid proposal for an East Kingdom University (EKU) event to take place on November 24, A.S.XXXVI in the Canton of Seashire. The event, titled 'Take One Sheep', will have as it's theme - "everything you can legally do with a sheep in public in front of the children". Activities will include the EKU classes, rattan, fencing, a bardic competition, and an auction. Following a general discussion, a decision was made to except the bid as presented.
c) Dabbler's Guild
Branwen filia Iohannes de Monmouth presented Curia with an update on the formation of a local Dabbler's Guild in the Barony. The group had its first meeting on October 1, A.S.XXXV and now has a total of 10 members. The group is also actively seeking additional members and has established an on-line discussion group on the internet. The guild's first project has been the construction of device banners for individuals in the Barony who have their AOA and have had their device passed. These will be displayed at future events. The guild is also planning a series of 6 weekend scholas for the coming year and have a site reserved in the Truro area. The group is also planning to apply for a Baronial Charter in the near future and will present additional details at the next Curia meeting.
d) Equestrian practices
Lord Caelain MacKenzie presented a request to Curia for funds amounting to a total of $40.00 to pay for additional insurance that is required to hold equestrian practices in the Barony. Following a general discussion, it was decided to advance the required funds to Lord Caelain with the proviso that efforts be made for the participants in the equestrian activities provide means in the future to raise the necessary funding themselves to pay for the additional insurance.
e) Baronial Chatelaine position
Lord Wynfrith reported to Curia that no one has come forward to offer for the position of Baronial Chatelaine. He also advised that the position was a requirement under East Kingdom Law and Policy and encouraged members of Curia to seek qualified candidates.
f) Royal Progress - Fall, A.S.XXXVI
Curia was advised that the Cantreff of Ynys Y Gwaed are planning to put in a bid for a Royal Progress event in the fall of 2001. Further details would be forthcoming.
