Baronial Curia Meeting Minutes

June 10, 2001 (A.S. XXXV)

The following notice is to advise the populace of Ruantallan that local Canton Officials, along with His Excellency Baron Andrew of York and Coronet-elect, Viscountess Esperanza met in the Cantreff of Ynys Y Gwaed on June 10, A.S.XXXVI for a regular quarterly meeting of the Baronial Curia. Meeting time: 12:15-2:00pm.

N.B. Due to time constraints, the order of business was rearranged in order to facilitate covering essential business.

A. Proceedings from the March 18, A.S.XXXV meeting.
The minutes of the March meeting were approved as presented.

B. Election of officers.

a) Election of Baronial Herald
One candidate put their name forth for the position of Baronial Herald (Lady Enna Bonetrader). Following a brief discussion, a vote was taken to elect Lady Enna as the new Herald, and was duly elected.

b) Election of Baronial Knight Marshal
Two candidates put their names forth for the position of Baronial Knight Marshal (Lord Drogo and Lord Jordan Hawkwood). Following a brief discussion, a vote was taken to elect the new Knight Marshal. Lord Drogo was duly elected.

c) Election of Baronial Minister of Lists
One candidate put their name forth for the position of Baronial Minister of Lists (Lord ?helstan Osricson Widfara). Following a brief discussion, a vote was taken to elect Lord ?helstan as the new Minister of Lists, and was duly elected.

d) Election of Baronial Web Minister
One candidate put their name forth for the vacant position of Baronial Web Minister (Lord Gruffyd the Innocent). Following a brief discussion, a vote was taken to elect Lord Gruffyd as the new Web Minister, and was duly elected.

C. Unfinished Business

a) Group insurance (Lord Cealain)
Lord Cealain gave an update on his research regarding the details involved with obtaining our own insurance coverage for the local membership. He advised that he had been unsuccessful in obtaining a copy of the Society's insurance policy. Lord Wynfrith so advised that he did not have any luck in this regard as well. With respect to local insurance coverage, Lord Cealain reported that only paid members would be required to be listed on the policy and that non-members would be automatically covered at events. He also advised that we do not need to be registered as a non-profit group in Nova Scotia as he had previously reported. In addition, all events would be considered official, and in this regard, autocrats for all events must be paid members of the Society. Lord Cealain reported that Baron Godfroy (Barony of Havre des Glaces) has identified 24 differences between Canadian and U.S. law concerning group insurance.

Following a brief discussion, a committee was established to complete a detailed evaluation of the issue of local insurance coverage for the barony of Ruantallan. Volunteers for the committee include Viscountess Esperanza Razzolini d'Asolo, Lord Cealain O Moray, and Lord Aethalstan Osricson Widfara.

b) Official status for the Baronial Web Site (Lord Gruffyd)
Tabled from previous meeting

Lord Gruffyd reviewed the pros and cons for establishing official status for the Baronial Web site and advised that we would be required to move the Ruantallan page to the East Kingdom web server. Lord Gruffyd also advised that we would be under stricter controls and that we would be required to be more concerned with legal aspects of the page content. Following a brief discussion, a decision was made to have the Baronial web site remain unofficial until such time there would be an advantage to move to official status.

D. New Business

a) Mycghalh/Wolfsgate - status report/update
Viscountess Esperanza presented a petition to Curia on behalf of the citizens of the Incipient Canton of Mycghalh to request that the group be officially dissolved due to their inability to sustain the necessary population to maintain the group. In this regard, the remaining membership of Mycghalh also requested that they would like to have their group rejoined with Canton of Wolfsgate and to re-establish the former borders of Wolfsgate to encompass the lands belonging to both groups. Following a brief discussion, a decision was made to accept the petition to dissolve the Incipient Canton of Wolfsgate and have the lands belonging to Mycghalh rejoined with those of the Canton of Wolfsgate. Lord Wynfrith advised Curia that he would contact the Kingdom Seneschal regarding the petition.

b) Port of Lympha Profunda - status report
Lord Aethalstan gave an update on the current status of the Incipient Port of Lympha Profunda. He advised that the Port has been having difficulties in maintaining the required officers for the group over the past year due to a significant drop in membership. He also reported that the remaining membership of the Port had met to discuss the future of the group, and as a result, had made a decision to have the group go dormant. In this regard, the Port's membership felt that it was more important to bolster the membership of the Canton of Seashire, rather than trying to maintain their own group with a dwindling population. Lord Aethalstan reported that the CFB Medieval Club would remain active. He also advised that the group's proposed heraldry conflicted with an award in the Kingdom of Calontir.

Lord Wynfrith advised Curia that he would contact the Kingdom Seneschal regarding the group's decision to go dormant.

c) Recommendation for new Baronial Curia officer - Chancellor Minor (Branwen)
A proposal was presented to Curia by Branwen filia Iohannes of Monmouth for the creation of a Chancellor Minor position on Curia to coordinate and oversee children's activities in the Barony. The position would facilitate looking after resources for children's programs and activities, and would provide training for those who might be interested in helping out with children's activities at events. It was noted that the responsibilities of the Chancellor Minor would not be a replacement for parents responsibilities however.

Following a general discussion, a decision was made to create the Baronial Curia position of Chancellor Minor. Lord Wynfrith advised that a vote would be taken at the next Curia meeting on any candidates that put their name forth for the position.

d) Interim business - reduction in event fees for War Camp
Lord Wynfrith reported to Curia that an interim decision had been made to reduce the event fees for the upcoming War Camp event from $18.00 to $15.00 per person. The decision was based on a recommendation from the autocrats of the event and was discussed with members of Curia by email.

e) Interim business - expenses for refreshments
Lord Wynfrith reported to Curia that an interim decision had also been made to provide refreshments during the Parliament and Coronet election that had taken place on May 27, 2001. Lord ?halstan reported that the total for the refreshments came to $94.73. He also advised that the site where the two events were held can be booked for other SCA events in the future. Cooking can be provided by staff on site with no cleanup required by members. Rates include $15.00 per hour for kitchen staff and $15.00 per hour for a bartender.

f) Event fees for the Coronet (Lady Enna)
A proposal to waive future event fees for the Coronet was presented by Lady Enna for consideration by Curia. In this regard, Lady Enna advised that Distant Shore had made a decision some time ago to waive event fees for the Coronet at all events sponsored by the Canton. Following a brief discussion, a decision was made to waive event fees for all future Baronial events for both the Founding Baron and Baroness, and the Landed Coronet, if different, for the duration of Their terms of office.

E. Event updates

a) Baronial Rapier Championship
Lady Katheryne Thompson of Melton-Mobray reported that the event was a success with a total of 90 members in attendance. A profit of $213.00 was made at the event. Lady Katheryne advised that the hall used for the event was too small for the number of people that came to the event.

b) Baronial War Camp
An update was given on the fee structure for the event. It was noted that the camping fees of $10.00/person were in addition to the basic event fees of $15.00/person which totalled $25.00 per person for the weekend.

c) Flames of Fall
Lord Cailean McKenzie advised Curia that he would like to use the baronial pavilions for the upcoming equestrian event.

d) Baronial Investiture
Lady Katherine of Tameside reported on the plans for the upcoming Baronial Investiture event to take place in Ynys Y Gwaed on October 13, 2001. The site has been changed from originally planned and will now be held at the North Winds Hotel on the Brackley Beach Road. The cost for the site is $450.00 and event fees have been set at $15.00 for adults and $7.00 for children under 14. Lady Katherine advised that there is a large field available for all activities including the Baronial rattan championship, archery and fencing.

F. Officer reports

a) Herald
No report.

b) Knight Marshal
Lord Drogo reported that the group marshals have reported that fight practices have been on the increase and advised that there have been no injuries.

c) Minister of Lists
No report.

d) Chancellor of the Exchequer
Lord Theotime reported that the bank balance as of May 18 stood at $2273.05. Cash receipts of $207.50 and outstanding cheques, including $450.00 that has been advanced for War Camp, leave a current balance of $1807.55.

e) Chronicler
Several new subscriptions have been taken out for the Baronial newsletter.

f) Minister of Arts and Sciences
Lady Dierdra presented a detailed written report on the Arts & Sciences activities that have been taking place in the Barony over the past several months. Highlights include the following:

    approximately 100 Queens favours are expected to be completed for Pennsic,
  • members of House Albion have done some jewellery making, sand casting, embroidery, calligraphy, making chainmail, and armouring,
  • the populace of Ynys Y Gwaed completed 70 Baronial baldrics for the barony,
  • under the direction of Branwen filia Iohannes de Monmouth, several articles are being prepared for uploading to the Port web site,
  • weekly A&S gatherings have been taking place at the Fleet Club,
  • completion of garb for presentation as regalia to HRM Isabella of York by the local seamstresses to the Crown,
  • completion of Lyre favours by Dona Elena Rueda viuda de Lochcarron for presentation to HRM Isabella of York,
  • the Dabblers Guild has completed 15 banners displaying individual arms of members in the Barony for display at events; the guild has also completed several Marshals baldrics,
  • Maestra Francesca della l'Aura de Firenze held a two day workshop on hat making in Mar/00,
  • the Dabblers Guild held a cooking schola in early May at the Gittens Lodge in Truro with Lord Riobard as head instructor along with the assistance of Baroness Lyanna and Maestra Elena; Maestra Elena also taught Spanish Costume at the Spring Scola held in Lyndhaven,
  • individual accomplishments:
    • Lady Isa received a Golden Lyre award from Queen Isabella for her woodworking projects during the fall/00 RP held in Seashire,
    • Lord Aethalstan tied for first place in the Research Paper category at the Northern Lights A&S competition in Mar/00,
    • Dona Elena Rueda viuda de Lochcarron won 3 first place finishes and 4 second place finishes with a second place finish overall at the recent Northern Lights A&S competition,
    • Dona Elena Rueda viuda de Lochcarron was also accepted into the Order of the Laurel at the recent Northern Lights A&S competition,
    • Lord Theotime de Poitiers was awarded the Order of the Troubadour at the RP event held in Havre des Glaces in Mar/01,
    • Lady Guenhyfar Dinas Emtys received a Golden Lyre award for her Elizabethan ladies shirt at the RP event held in Havre des Glaces in Mar/01,

f) Company Captain of Archers

g) Chatelaine
Lord Percival gave a brief update on the Newcomers event held in the Port.

h) Web Minister (Acting)
Lord Gruffyd advised that updates on the website are ongoing.

G. Seneschal's reports

a) Canton of Seashire
Lord Caelain advised Curia that the Canton of Seashire would be holding an election for several of its officers, including that of Seneschal, in the near future. He also advised that a potluck event was being planned as well.

Note: The remainder of the Seneschal's reports had to be left as a result of time constraints due to members travelling to the mainland by ferry.
