Baronial Curia Meeting Minutes

October 15, 2000 (A.S. XXXV)

The following notice is to advise the populace of Ruantallan that local Canton Officials, along with Their Excellencies Andrew and Lyanna, met at York Castle in the Canton of Seashire on October 15, A.S.XXXV for a regular quarterly meeting of the Baronial Curia. Meeting time: 2:15-5:00pm.

A. Officer reports

a) Seneschal
Lord Wynfrith advised Curia on the status of the ?variance' for the Canton of Wolfsgate. No word been received from the Kingdom Seneschal as yet regarding its acceptance, although if there were any problems with the request we would have likely had correspondence from the Crown some time ago.

b) Icicle Pursuivant [Herald]
No report.

c) Knight Marshal/Minister of Lists
Lord Cealain informed members of Curia that it had been a busy summer with a total of 35 authorizations having been awarded to fighters in the Barony. Overall, fight practice has been sporadic however with most of the fighting taking place either in Seashire or Distant Shore. Lord Cealain advised that Distant Shore may have access to a fight site in the Stewiacke area for the winter months. He also advised that combat archery authorizations would be given at an upcoming event in Maine. He will also be looking into the ongoing problem of several fighters not getting their individual authorization cards and he is still waiting for the lists report for the Baronial Investiture event.

d) Chancellor of the Exchequer
Lord Theotime reported that the current bank balance for the Barony stands at $2,894.53 with an outstanding amount of $45.00 owed to Kingdom from the previous Royal Progress event in A.S.XXXIV. He also advised Curia that the Port of Lympha Profunda had donated $100.00 for the Royal travel fund.

e) Chronicler
Lady Allesandra reported that she now had a total of 22 subscriptions for the Baronial newsletter including 14 paid subscriptions and 8 free subscriptions.

e) Minister of Arts and Sciences
No report.

f) Company Captain of Archers
In a written report, Lord Ivan advised that archery practice along with the shooting of Royal Rounds took place at the Baronial War Camp event, the Pennsic Pity Party event, and the Baronial Investiture event during the year. Regular archery practice was generally sporadic throughout the Barony during the year, however, Lord Ivan reported that several new archers were showing keen interest. He also reported that the Canton of Seashire would have to look for a new practice site next year. Lord Ivan also advised Curia that he would be stepping down as Company Captain of Archers for the Barony at the end of his term in March, 2001.

g) Chatelaine
Constance of White Birch reported that the Canton of Distant Shore and the Cantreff of Ynys Y Gwaed were very active over the summer months with demos and other activities related to attracting new members into the Society. Constance advised that she had not received any reports from the other groups in the Barony. Constance also advised that Lady Enna Bonetrader and the Canton of Distant Shore had donated garb for the Baronial Gold Key.

B. Seneschal's reports

a) Distant Shore
Lady Edwenna reported that the Canton of Distant Shore continued to be quite active with things going on in both boroughs (Truro and New Glasgow). She advised that the Canton of Distant Shore was continuing to hold regular populace meetings which alternate between the two boroughs. Constance of White Birch and Lord Perceval Gower, Esq. are also continuing to hold regular S&B and armouring sessions at Gower Castle. Regular fight practices have also been continued in the Truro area at Victoria Park. Archery practice has been sporadic over the summer months due largely to the fact that the group's two marshals were not available for most of the summer. Arts and Sciences activities were focused around the S&B sessions in Truro and the Citizens Guild in New Glasgow. In this regard, a library display had been set up in the Truro library and plans are in the works for a similar display in the New Glasgow library. Lady Edwenna reported that Distant Shore has had a small influx of new members, both new to the SCA, as well as a couple of former members of the Barony.

C. Legate report
Lord Caelain reported that there has not been any activity with regard to the development of the Northern Shores Region. He did advise however that there were some problems regarding the Marshallate that needed to be resolved with the Kingdom Earl Marshal.

D. Committee reports

a) Standard Operating Procedures (OPs) committee
Lord Wynfrith advised Curia that the preliminary draft of the Standard Operating Procedures was now ready for distribution to the populace for review and commentary. Lord Wynfrith also suggested that the OPs should go to a Committee of the Whole [the Curia] at this point and outlined the procedures and general time line for bringing the OPs before Parliament for official adoption. Following a general discussion, it was agreed unanimously to form a Committee of the Whole to administrate the adoption of the OPs. Lord Wynfrith distributed copies of the draft version of the OPs to Curia members and advised that he would be mailing copies to each of the group Seneschals for local distribution and that the OPs would also be put on the Baronial web site. A decision was also made to have the Baronial Constitution made available on the baronial web site as well.

b) K&Q's Archery Tournament committee
Lord Wynfrith advised Curia that preliminary plans have been discussed regarding the possibility of having the K&Q's Archery Tournament in Ruantallan in the spring of 2001 and that the committee was seeking official approval from Curia to prepare a bid for the event. Following a brief discussion, it was agreed unanimously that the committee should submit a bid to Kingdom for the event. Further details and an update would be forthcoming at the next Curia meeting.

c) Gold Key
As reported in the Chatelaine's report above, loaner garb has been donated for the Baronial gold key which is being looked after by the Baronial Chatelaine.

E. Event Updates
[Baronial War Camp]

a) Teagara Angelus presented an update on the Baronial War Camp event that was held at Foxworthy Manor in Distant Shore during the summer. The event turned out to be a great success with just under 150 people in attendance. A profit of $329.51 was made at the event.

[Baronial Investiture Anniversary]
b) In a written report, Lady Enna Bonetrader advised Curia that most of the arrangements have been made for the Baronial Investiture [Anniversary] event to be held in Distant Shore. Lady Enna also advised that a theme feast was being planned and that there would be a Promise Tree to help raise funds for the Barony.

F. Old Business

a) Baronial Runetree
Lord Wynfrith advised Curia that Lady Caitlin ni Padraig (Flaming Katie) has volunteered to take over the preparation of the updated Baronial Runetree and plans to begin compiling information for the Runetree in the coming weeks.

b) Cooks Guild
Lord Caelain reported that he had gone through the Cooks Guild supplies and cleaned and organized the equipment that was useful, and threw out what was either in poor repair or of no further use. He also reported that Cooks Guild was in need of several pieces of new equipment including good knives, spatulas, ladles, pots, bowls and pie plates. Lord Caelain advised that he would be forwarding a wish list to the Chronicler and Web Minister for publishing in Quid Nunc and on the web page.

c) Meeting locations
Lord Wynfrith discussed the need for having an advance notice of meeting locations for the Baronial Curia. In this regard, the following is the rotation schedule has been suggested for the next couple of years. This was weighted on a higher frequency of meetings in the central areas with consideration given to travel time for the majority of curia members as well as potential weather conditions such as winter travel. In most cases, meetings will take place near the middle of the month on Sunday afternoons pending event conflicts, etc. Following a brief discussion, the proposed meeting schedule was given unanimous approval.

G) New Business

a) Royal Progress event
The bid submission for the upcoming Royal Progress event was discussed at some length. In this regard, some clarification was needed regarding the running of the Rattan Tourney at the event. In addition, there was some concern expressed by members regarding the apparent restrictions on young children at the event. Following the discussion, the event bid was given official approval by Curia.

b) Twelfth Night event
Lord Wynfrith advised Curia that there have been no bids forthcoming regarding the Twelfth Night event in January. Following a brief discussion, it was agreed that a notice should be put out regarding bids for the event.

c) Baronial Rapier Championship event
Lady Katheryne Thompson of Melton-Newbray advised Curia that plans were in the works for the second annual Baronial Rapier Championship event sometime in the spring on 2001. A formal bid proposal would be forthcoming.

d) Inappropriate behaviour at events
Constance of White Birch raised the issue of violent and inappropriate behaviour at events with Curia. Following several incidents at recent events, one of which she was personally involved in at Baronial War Camp during the summer, she advised that she wanted to present her concerns for discussion and to recommend that the Barony adopt a set of guidelines regarding behaviour at future events. Constance also offered to prepare these guidelines for official adoption by the Barony. Following a general lack of support by members of Curia, it was suggested that the section on conduct in the proposed Standard Operating Procedures would suffice in dealing with inappropriate behaviour at events. Constance then advised Curia that due to the fact that violence at events was not going to be dealt with in a manner that would be sufficient to meet her concerns, she tendered her resignation as Baronial Chatelaine effective the end of December, 2000. At this juncture, Constance read a letter to Curia from Lady Katherine of Tameside (at Lady Tameside's request) regarding Lady Tameside's concerns surrounding the incident that had taken place at War Camp. No further discussion ensued.
